can scrapebox check which date last comment posted?

Hi there,
I am looking to do manual commenting to get some high pr backlinks. Now, my list should be

1) High pr ( can be easily done by scrapebox)

2)No auto approve.

3) Low OBL ( can be easily done)

Now, if i know a comment appeared on blog in last 2-3 weeks. I am pretty sure that owner is checking and approving comments regularly. I will like to post comments on these blogs only.

In the past, i have been posting comments on blogs, where blog owners dont approve comments at all.

Can scrapebox do this? Also, i am not interested in "last post date". Because, most of people, blog regularly, but they seldom check comments posted.
